Over the years, Bill has interviewed, written, and prosecuted over 2,000 U.S. and international patents in all technology areas, including technologies supporting the industries of energy, electronics, drones, robotics, artificial intelligence, consumer products, medical devices, chemical, and financial/blockchain technologies. He has obtained over 1,500 trademarks for entrepreneurs and innovators in a wide variety and companies and products. He has represented an Apollo Program Astronaut in multi-functional air- and space-craft design patents and Gordon Matthews, inventor of voicemail and a wide variety of voice-based communication technologies. Bill wrote patents deemed critical to Lockheed Aerospace's successful competition for the $200 Billion F-35 Joint Strike Fighter U.S. Department of Defense Contract. Later, he established the initial 100 patents for a silicon crystal solar cell fabrication technology deemed by the U.S. Patent Office as the "Holy Grail" in silicon fabrication technologies.
Prior to founding HULSEY PC, Bill served as a partner and founded the Austin intellectual property section of one of Texas' largest, oldest, and most respected law firms, then he co-founded the Texas headquarters (Austin) office for one of Silicon Valley's most prominent law firms, and later served as national patent practice leader for one of Texas' leading multi-state full-service law firms.
He has been elected a Fellow of the Texas Bar Foundation and a member of the Texas Bar College, Texas Pro Bono College, and Tennessee Supreme Court Attorneys for Justice Program. Known for his contributions as a civic-minded citizen, he joined with a former Texas Supreme Court Justice to help originate the U.S. Patent Office Pro Bono Inventor Assistance Program under the America Invents Act (the U.S.' new patent statute of 2011). Bill has earned distinction as a committed member of Rotary International, for which he served as a president of the Austin Westlake chapter and now as a board director of the Waco Texas Rotary Club and a Rotary International Economic Development Cadre. As a former Navy submarine officer, Bill is active with the Heart of Texas Chapter of the Military Officers Association of America and participates in MOAA's activities to serve local ROTC and veterans' organizations.
Bill holds a J.D. from The Vanderbilt School of Law in Nashville, TN; an M.A. in Economics from the University of Virginia in Charlottesville, VA, focusing on regional economic development through high-technology industrial clusters; a B.S. in Theoretical Mathematics from Rhodes College in Memphis, TN; qualification as a nuclear engineering submarine office having constructed and commissioned the U.S.S. Jacksonville (SSN699); and a Certificate in Economic Development through The University of Oklahoma and IEDC. He is a Fellow of the Innovation, Creativity & Capital (IC2) Institute of The University of Texas and has taught as an adjunct professor of intellectual property law in the IC2 Institute's M.S. Degree Program in Technology Commercialization, including teaching engagements in Russia, Germany, Portugal, Brazil, Columbia, Mexico, Australia, and China. Bill recurringly sponsors and judges the Baylor University New Venture Competition at Baylor's Hankamer School of Business and mentors students in UT Austin's McCombs School of Business Entrepreneurship and Incubation curriculum.
Bill also has long enjoyed and pursued the vocal music arts. He has performed over 130 major choral works in concert with the Grammy-Award-winning Conspirare Symphonic Ensemble, the Austin Symphony Chorus, and Chorus Austin, including a celebrated performance in the concert chorus for the 2015 Austin performance of Italian operatic tenor Andrea Bocelli. His performance venues have included Austin's Long Performing Arts Center, Austin's Bass Concert Hall, and cathedrals throughout Italy, including The Vatican in Rome, Cattedrale di Pisa in Pisa, and St Mark's Basilica in Venice.
